Building on the Affordable Care Act: Strategies to Address Marketplace Enrollees’ Cost Challenges

The Affordable Care Act increased health coverage in the United States by offering coverage options to individuals previously priced out or historically left behind. While coverage has increased, high out-of-pocket charges persist. This report shares findings from the Marketplace Affordability Project that examined the causes of high out-of-pocket healthcare costs for low-income marketplace enrollees and discusses potential solutions.
