Improving Health Coverage for Working People with Disabilities

Many people with disabilities utilize personal care services to effectively participate in the labor force. However, these personal care services are often only covered through Medicaid, which has new income and asset eligibility thresholds that disqualifies many people with disabilities who are employed. This report shares estimates for enrollment and cost savings if states removed income and asset thresholds to allow people with disabilities to retain Medicaid coverage while receiving increased earnings from employment.
